Change My PayPal Address Now I Cannot Get My Funds

I have recently changed my Paypal address. I clicked the withdraw funds afterward and it said verification e mail was sent. I never got one. I thought maybe it did not take so I checked my old e mail and nothing. Is there a wait period or something?
