Reporting a buyer

How do I report a buyer who's violating terms of service or running a scam? There are several red flags with a recent message I received in my inbox.

Also, when I tried to open the message within Fiverr, it said the buyer could not be directly contacted because of privacy reasons. Does that mean Fiverr already has this buyer flagged?
