Shipping fee Issue

This is the message i receive when I ask payoneer to ship my card via DHL so they can withdraw $60 shipping fee from my account;

Once we receive notification from Fiverr to transfer money to your account, we will send you an email to advise you to accept the funds.)
How is payout is initiated for shipping fee?
